Shut down the system and power it on back.
Then, power off the system by pressing and holding the power button at Dell logo with ‘rolling dots’ at the bottom of the computer screen.
Repeat the steps 3-4 times
So that it can start the automatic repair
Let the automatic repair finish and it gives you choice of ‘Advanced Options’
Click on ‘Trouble shoot’
Select Safe Mode With Networking (SMWN) and see if it works. If does boot in normal mode and in case it does not then continue –
Drain out the residual power from the computer, the process is called as releasing flea power: –
Desktop –
1) Switch off the system.
2) Disconnect the power cables from the system.
3) Remove the power cable from the back of system tower.
4) Press the power button for 10 seconds.
5) Reconnect the power cable back at the system tower.
6) Restart the system.
Notebook –
Steps to release Flea power:
1) Switch off the system.
2) Disconnect all the cables from the system.
3) Remove the battery from the system and also disconnect the cable for AC adapter.
4) Press the power button for 10 seconds.
5) Connect the AC adapter only.
6) Restart the system.
Once done, start the computer and see if it works. In case still no help
Uninstall video drivers completely.
Restart and see if it works. If it does not, do RESET in windows 8.

Note – OEM disc will never ask for media as it will pick the key from BIOS itself.
OEM windows 8, does not come with windows product key. It is a limitation from Microsoft, moreover all Dell computers come with pre-injected windows key and the moment we connect to Internet the windows get activated automatically.
